Various indexes have been provided to measuring cities creativity that in all of them, the conditions and features of society has been considered. In this regard, the aim of this study is making a creative city index appropriate for Iranian culture. This study in term of modality is descriptive-analytical, and in term of purpose is a practical research. For data collection, the library, documentary and survey method in form of the Delphi method is used. In next step, with reviewing 15 international creative city index, a list of indicators extracted, then using Delphi method and screening indicators and measures, the Iranian creative city index has been created. The result of Delphi method in three round was the confirmation of 49 measure by Delphi panel members for making Iranian creative city index that from these 49 measure, the 32 measure was drawn from previous studies and 17 measure was provided by Delphi method members. مفهوم شهر خلاق از توجه نظریه‌پردازان و محققان این حوزه به بُعد محیطی و مکانی خلاقیت ناشی شده است، برای سنجش میران خلاقیت شهرها، شاخص‌های مختلفی ارائه شده است که در تمامی آن‌ها به ویژگی‌ها و شرایط جامعه توجه می‌شود، بر این اساس هدف پژوهش ساخت شاخص‌های شهر خلاق متناسب با فرهنگ جامعه ایرانی است. این پژوهش بنا به ماهیت و روش پاسخ به مسئله توصیفی، تحلیلی و تحلیل محتوایی است و از نظر هدف کاربردی است. در این تحقیق برای جمع‌آوری داده‌ها از روش کتابخانه‌ای، اسنادی و روش پیمایشی در قالب روش دلفی استفاده شده است. در همین راستا با نقد و بررسی 15 شاخص بین‌المللی شهر خلاق، فهرستی از شاخص‌ها استخراج، سپس با روش دلفی و ایجاد پانل دلفی، اقدام به غربال‌گری شاخص‌ها و ساخت شاخص شهر خلاق ایرانی شده است. حاصل نتایج دلفی در سه دور، تولید 49 شاخص برای شاخص شهر خلاق ایرانی توسط اعضای پانل بوده است که از این 49 شاخص، 32 شاخص برگرفته از پژوهش‌های پیشین و 17 شاخص به‌وسیله‌ی اعضای پانل ارائه شده بود.
