It introduces and emphasizes the key role of these values in the development, management, and conservation plans of the railway heritage, as well as the sustainability of tourism. Using descriptive, analytical, and survey methods, the research evaluates and prioritizes the values of the railway heritage based on their importance and impact on conservation and development.As a result, this research can assist managers, stakeholders, and decision-makers in the field of railway heritage conservation and development to formulate and implement their programs and plans based on the priorities of these values. This approach can contribute to the preservation and continuity of these values. Additionally, this research can help researchers and enthusiasts in the cultural heritage and tourism sector to identify the best solutions and strategies for the conservation and utilization of these values.The use of the ANP method has prioritized the recognition, prioritization, and scoring of the railway heritage based on values. The achievement of the research has been comprehensive prioritization and categorization, with a focus on the shared aspects of conservation and tourism. The first priority is given to the perspectives, the second priority to the bridges, the third priority to the central railway stations, the fourth priority to intangible aspects, and the fifth priority to the tunnels. The recommendation emphasizes the attention of managers, stakeholders, and decision-makers to base their programs and plans on this prioritization. چكيده ارزش‌ها از مباحث اصلی مرتبط با میراث‌فرهنگی است، میراث‌فرهنگی و طبیعی به‌واسطه وجود ارزش‌های متنوع همواره واجد لزوم حفاظت بوده‌اند، راه‌آهن سراسری ایران تعامل میان انسان با محیط طبیعی از طریق ابزار فناوری و صنعت بوده و تأثیرات مهمی را موجب گردیده است وجه اصلی این تحولات بیانگر تغییر و ایجاد ارزش‌های متنوع و گسترده به لحاظ اجتماعی، اقتصادی، فرهنگی، سیاسی، فضایی، کالبدی و به‌طورکلی ملموس و ناملموس بوده است. در مسیر توسعه‌های آتی حول راه‌آهن سراسری لزوم بازشناسی، معرفی و اولویت‌گذاری ارزش‌های میراثی از ملزومات حفاظت بشمار می‌آید و یکی از شیوه‌های مؤثر در پیشبرد این امر توجه به گردشگری راه‌آهن به‌عنوان یکی از اشکال مؤثر در حفاظت از میراث راه‌آهن سراسری ایران است. عدم آگاهی و شناخت نسبت به ارزش‌های میراث راه‌آهن توسط مدیران و ذی‌مدخلان و عدم امکان نقش‌آفرینی جوامع تهدیدی اساسی برای حفاظت و استمرار ارزش‌های میراث راه‌آهن آینده خواهد بود. ماهیت کیفی و آمیختگی ارزش‌های ملموس و ناملموس مستتر در میراث راه‌آهن هرچند معرفی و دسته‌بندی این ارزش‌ها را مشکل می‌نماید؛ اما اولویت‌سنجی ارزش‌ها و توجه به نقش کلیدی آن‌ها در ارائه طرح‌های مدیریت، توسعه و حفاظت از میراث راه‌آهن و پایداری گردشگری از اهمیت بنیادی برخوردار است. پژوهش حاضر با رویکرد توسعه‌ای به شیوه توصیفی - تحلیلی و پیمایشی با بازخوانی دیدگاه صاحب‌نظران و اندیشمندان رجوع به اسناد کتابخانه‌ای و منشورهای بین‌المللی با بهره‌گیری از مشاهده میدانی و استفاده از ابزار پرسش‌نامه و مصاحبه با 60 نفر از متخصصان و کارشناسان مطلع به حوزه گردشگری و میراث فرهنگی مورد بررسی قرار گرفته و با استفاده از روش ANP نسبت به شناخت ، اولویت گذاری و امتیاز دهی میراث راه آهن براساس ارزش ها اقدام نموده است. دستاورد پژوهش اولویت بندی و دسته بندی جامع بوده که با تمرکز بر وجه اشتراکی حفاظت و گردشگری تدقیق شده است که اولویت اول چشم اندازها ، اولویت دوم به پل ها ، اولویت سوم به ایستگاه های راه آهن محور سراسری و اولویت چهارم وجوه ناملموس و اولویت پنجم تونل ها را شامل شده است و توصیه بر توجه مدیران، ذی مدخلان و تصمیم گیران در ارائه برنامه و طرح ها را برپایه این اولویت بندی بیان می دارد. http://rahbord-mag.ir/fa/Article/Download/46097
